GPA Midstream is pleased to announce that Dave Curtis will join the association as Vice President, Technical Services, effective Jan. 26, 2026. Curtis brings more than three decades of technical, operational, and leadership experience in the oil and gas industry, with a career that includes field work, entrepreneurship, corporate operations, and executive leadership.
“Technical expertise has been part of GPA Midstream since its founding more than a century ago, and it’s never been more important than in today’s rapidly changing regulatory and technological environment,” said GPA Midstream President and CEO Sarah Miller. “Dave’s business savvy and technical expertise will be an asset to our members as we engage in the collaborative work to maintain and establish the technical standards used throughout the global oil and gas industry.”
Curtis began his career in the early 1990s conducting field analytics at Air Toxics Limited, where he developed a strong foundation in measurement, compliance, and applied environmental science.
In 1997, he founded Field-Portable Analytical, Inc., an environmental consulting and services firm that operated worldwide and served an array of industries. Under his leadership, the company specialized in emissions monitoring, soil and groundwater investigation and remediation, odor investigations, perimeter monitoring, worker health and safety, emergency response, and fugitive emissions.
In 2009, Curtis moved in-house to Anadarko Petroleum, where he managed measurement operations. When Oxy acquired Anadarko in 2019, he joined SPL, Inc., a large oil and gas and environmental services provider.

In his spare time, GPA Midstream’s new Vice President, Technical Services Dave Curtis builds and flies airplanes.
Curtis ultimately served as SPL’s Chief Revenue Officer, overseeing operations and commercial strategy across multiple product lines, managing profit and loss responsibilities, and driving sustained revenue growth. His work at SPL spanned upstream, midstream, downstream, and chemical markets, combining technical rigor with strategic execution.
Curtis has a long and active connection to GPA Midstream. He previously chaired the association’s Analysis Committee, earning GPA Midstream’s Committee Leader of the Year award in 2018, and has served as an instructor for the School of Gas Chromatography. He is also a volunteer with the American Petroleum Institute, where he chairs a committee focused on Bureau of Land Management measurement and site security issues. Throughout his career, Curtis has worked extensively with regulatory agencies at state and federal levels, building a reputation for credibility, practicality, and constructive engagement.
“Being part of oil and gas industry trade associations has been among the biggest highlights of my career,” Curtis said. “Whether it was helping develop industry standards that improve the way we operate, or working with state and federal agencies to affect change in the regulations we operate under, GPA Midstream and others have allowed me the opportunity to help make a real difference for our industry. That’s why I could not be more excited to join the GPA Midstream team. The organization, led by volunteer members, provides an important service and brings incredible value to the oil and gas industry. I am thrilled to have the opportunity to advance the association’s great work.”
Curtis plants to relocate from Huntsville, Texas, to join GPA Midstream in person at the Tulsa office where he will lead GPA Midstream’s efforts to strengthen and expand its technical programs.
